"It also includes the commandments of the Church, including those given by the apostles in the New Testament and in their oral Tradition, as well as the teachings and laws promulgated by their successors, the pope and bishops. "

Commandments of the church....

I live in Germany, and some of the things the German church is promulgating seem to my limited lay abilities and understanding to be outright contadictory to what the church has taught in the past: Written guidelines issued by bishops on how to hold ceremonies in the church to bless homosexual couples, for example. This is not simply a spontaneous blessing anymore. I find it very confusing and distressing. Is it not a necessary characteristic of what the church promulgates, if it is to be accepted as truth, and to be viewed as an act of loving God, that it not contradict what was promulgated in the past?

It’s very confusing for me too, but it’s important here to follow the rule of St. Vincent of Lerins: what the Church has believed and practiced always, everywhere and by all. Disciplines like blessings for homosexual ‘couples’ cannot bind us to sin on a universal level, but local bishops can abuse them, as the German bishops have done. This is why disciplines like this should not be promulgated, because even if the document itself doesn’t bind us to sin, it allows for abuses and causes scandal.

I would highly recommend Dr. McGovern’s new article for Missio Dei for an in-depth treatment of this issue: https://www.missiodeicatholic.org/p/on-the-authority-of-the-magisterium?r=yrfw6
